For anything capable of more than eight knots supposedly, but I've never
been asked to show it... even during a couple of Random Lifejacket Tests.

At least I still remember starboard is to the right and green because

I dont think a licence is any big deal. We've got a friend who is legally
blind who has one, Moike's met him.

Well, Cam, it works like this in New South Wales.....
if there is the least possibility of someone having any fun at all doing
something, it _must_ be regulated, licences must be gotten, blood
alcohol levels defined, safety equipment mandated, procedures writen,
etc. etc.

It's actually driving the NSW government nuts that folk can still go for
a walk without having to buy a licence.
