Where was the anticipation here?

    shut down roads for long periods of time.

    Nah, my sister lives on a popular road (A44) and usually overcooked bikers carry
    enough kinetic energy to go right through the hedge so that the clearing up
    doesn't affect traffic at all. Does **** up the daffs at this time of year
    though.

    Where's the problem? If a bike passes me and drops into the gap between
    me and the vehicle in front, then I'm happy for him to do so, knowing that
    at the next opportunity he'll be overtaking again and gone. It doesn't
    delay my journey one bit.

    I'm assuming you leave a suitable gap in the first place?
