Does anyone know where I can learn how to re build spoked wheels so I can
keep future rebuild costs down. I don't suppose it is something you can
learn from a book or a web site. Does anyone out there do courses ?

Everything can be learned by books, especially lacing wheels.

The Older Gentleman was seen penning the following ode to ... whatever:
At least that'll teach you how *not* to do it:

    - Cut out old spokes
    - Reassembly is the reverse of disassembly.
