Wigan does, but there are plenty free spaces for bikes, in Manchester.

Bolton doesn't charge and if there are no bike bays available on a car
park, you can use a car space for free... and the time limit on some
    car parks doesn't apply!

I've never paid to ditch my bike in Manchester. There may be a fee if
you use a car pay&display space but you can walk to most places from any
    of the free bays.

What does etiquette say about use of spaces in car parks marked up as
'free for bikes' but a disabled person has parked in the marked bay
(with security rail thing) for motorcycles? I left my bike in an
adjacent space, but well 'in' the space iyswim, I didn't want some idiot
swinging a car into the 'apparently empty' void and finding my bike too
    late.

Let their tyres down, of course! ;-)

    Or....
.... park the bike right up against the door - give 'em summat to think
    about.

Well, it could be a disabled biker parking there out of habit...

....but most bikers are cunts, so break his mirrors, grease his wiper blades,
superglue his keyholes, ram a spud up his exhaust, let down his tyres and
lodge a dead rat in his exhaust manifold. That'll learn the fucker.

Yes, but what if you to park your bike in Wigan? It's a long way to walk
from Manchester just to get a free space.

Don't you have "Park & Ride" down theere?

Park the bike, hop on a tram (or walk on if you've got two legs) and you're
    sorted.

    heh.

This thing just looked *so* perfect in the streetlights outside the
pub that I glanced at it and didn't think twice. And then, my brain
ticked over, and I thought "hang on, it's not actually 1986 any more".

The guy riding it said his son had bought it off ebay, in that
    condition, for 1400 quid.
