    property value in 1991.
    The aim was that everyone should pay, the problem was it was a flat
    rate, so again it took no account of ability to pay.

    My only recollection was that at the time mortgage interest rates were
    high, and as a family of 4 with only me working it substantially
    increased my "rates" payments to the extent that I did not know how I
    was going to pay it.

    I phoned the local authoprity and explained that as I was in full time
    employment I could pay mine, but had no idea how my missus (a
    housewife) would be able to pay hers. They told me to **** off,
    basically.

    Despite paying substantially more than we were previously, I saw no
    improvements of any kind in the provision of local services in my
    borough.

    Whilst I didn't participate in the riots, I did find the fact that
    large numbers of people actually revolted against the government in
    this country was quite heartening at the time.

    I always take the car into London. I can lock the doors, crank up the
    aircon and listen to Radio 4 in peace.

  8. This is not a logical follow-on from your earlier argument, you know.

    And if you want price increases, the way my council tax has risen in the
    last five years makes the Poll Tax pale into insignificance.

    That wasn't really the point I was making, it was just a personal
    observation based on my experiences at the time. Under the old rates
    system I guess the bins would still have been emptied, but I take your
    point
    Well yes, of course, same here. It's just that I am now more able to
    bend over and grease up than I was then as I am earning more in real
    terms. Poll tax, council tax or rates, they can call it what they
    want, and put it up by whatever amount they like.

    I flatly refuse to drive inside the M25 unless I have to and I find
    sitting on a train reading the paper followed by 15 minutes on the
    tube much better than sitting on the M1 in a 10 mile traffic jam.

    Add in the hassle of having to phone up to pay the congestion charge
    then pay 4p per minute for parking (when I find somewhere to park) and
    public transport is a winner in every way I look at it.

    I do my CC on line either before or after and charge it to the company.

    I prefer to park in the more expensive underground car parks as there's
    no problem getting a space, and the cost is immaterial to me as I
    charge it back to the firm anyway.

    The train isn't really a viable option as I tend to try to get several
    surveys in town done within a day, and never know when I'll need my
    trusty telescopic ladder for looking at those hard to find plant
    locations

    Seaborne nukes, particularly if detonated deep underwater, are not a
    widespread environmental disaster. The deep oceans are an enormous
    repository of radioactivity already. Not that you would want to swim in the
    vicinity for a few days.
