I have spent bloody hours trying to find a pair of cheap waterproof
leggings, you know the ones that will fit under the seat when not required,
anyway, they are all to tight over my leathers at the knees or if they fit
at the knees the rest of then are light Branson's balloon...any ideas.

For years I have used ones designed for.......... Cyclists.

Now you can refine your searches.

My work issue excellent stretchy ones, good fit, roll up small, don't
    inflate they really are good.

    Made by SIOEN Flexothane.

I bought a pair last weekend (ca. £20) that will actually fit over
leathers with armour and sliders and only just starts to come tight
at the knees when bent over on the bike. The material does seem
rather thin but they are lined which should help preserve them a bit.
The zips come two thirds of the way up leg which means that you can
actually get them on over boots with performing some sort of one
legged rain dance. They also incorporate an integral stuff sack.

Unfortunately said item (dri-legs) is produced by Frank Thomas who's
gear I wouldn't usually buy/recommend and will probably fall to bits
by the time I get home. However it did appear that said garment might
just have been designed with some input from someone who has actually
ridden a motorcycle in the rain so possibly against my better
    judgement I bought a pair.

All I need to do now is find a new jacket that will fit over my
leathers (preferably with some additional insulation) with cuffs that
can acually be fitted over a pair of gloves without requiring the use
of a third hand (Why waterproof jacket desgners seem to think it's a
good idea to have gloves going over the cuffs is beyond me). Any
    suggestions?

I suppose an alternative would be to buy a cordura jacket etc instead
of leathers but IME waterproofs over leathers are plenty warm enought
and would probably offer better crash protection.

If you've got plain leather troos without any fancy fabric inserts of
flashy decorations then give black Nikwax a try. I did mine 2 years ago
and the water is only just starting to get through now and even then
only in very heavy rain. Seems to keep the salty white residue at bay as
    well.

Usually got a large stock of such items in an agricultural merchant. Cost
from about a fiver. Search on www.yell.com

  9. Look for Baleno leggings. Light and totally waterproof, they are kind of
stretchy, which helps if you snag them on something - they don't tear
    unless provoked.

I have spent bloody hours trying to find a pair of cheap waterproof
I use lightweight nylon ones from Millets/Famous Army Stores made by
Regatta. Cost less then £10. Roll up really small and 100% waterproof.
Always remember that they are not designed for bikers bent knees with
armour so you will always need a size too big. Are you really bothered
what you look like when its pissing down?
You asked for cheap, waterproof, not "designer".
