Water in the fuel cap?

I've noticed that when washing the Gixxer, the surround of the fuel
    cap fills with water.

The trouble is when you go to look to clear the water out, it drops
    into the tank; nice :-/

There does appear to be a drain hole, which I guess drops down through
the tank. Only it wasn't draining anything.

    Anyone got any ideas?

Shove a pipe cleaner or a length of wire through it.
Check the rubber tube below the tank isn't blocked.

You'd have to stand on the seat?
