    Does 'causation' mean 'cause'?

Different grammer. It's all to do with tenses, but if I dropped
"present pluperfect" into the conversation someone would ask me to
explain it and then I'd be stuffed.

I think many of these factors can never be determined so far as to
prove that 50kph limits were the sole factor to reducing the
    pedestrian fatalities.

However in the absense of any other changes (like laws or some other
innovation), and assuming that traffic profiles are rather consistent
over the period of a year, then the reduced limit is the probable
    factor in the reduction.

One could, in a number of years, compare the pedestrian fatalities and
speeding infringements in 50 & 60kph zones (per 1000 cars or
something) to determine a long term trend and thus proof that the
reduced limit is or is not a factor.

It could be that the media attention has raised the awareness of
pedestrians to the dangers that they face, and this may distort the
percieved effectiveness of the 50kph limit on drivers.
Yes, reaction time and stopping distance have a big effect, I would
think that many crashes have been avoided due to the reduced limit
though I still find in amazing how fast people drive thru shopping
    strips - whats the rush.

Stopping distances is one you can experiment with in an empty car
    park...

Having seen, in the past two weeks, some of the most collective bad
driving ever, I can only say that the way to reduce the christmas road
toll is to ban christmas and thus remove the "gift trance" and the
"late for lunch" and the "get out of my way don't you see I'm in a
rush to get that last special present so that it can be thrown out
with all the other junk I need to buy to keep the economy going for
    another 6 months".

Its crazy out on them roads, real crazy.

    Humbug!

instead of rolling out the annual "angry and frustrated"
Can't believe no-one has flamed you for posting those attachments! What
happened to harsh week ... ? Forgotten on its 6 month anniversary?

FWIW I totally agree with you. Concentration & skill seems to have been the
issue in 90% of the deaths reported so far, not speed. As if doing 120 kph
up the Hume every could be more dangerous than failing to keep left [i.e.
blocking both lanes] and aggravating other drivers who go a bit faster but
religiously abide by that rule and give way etc to everyone else.
