variable rate of turn signal blinking

At highway speeds, my turn signals blink very fast (several times per
    second).

They blink slower at street speeds and perhaps too slow at idle.

Is this normal? If not, what parts should I suspect? Rectifier?
    Voltage Regulator?

The bike is a 1976 Honda CJ360T (inline twin, DOHC, air cooled).

Also, at idle one side blinks noticably slower than the other.

Blink rate is very sensitive to battery voltage.
Do you have the correct bulbs installed?
Is this a recent development? What changed?
Flashers do go bad, but affect both sides.
Reistance due to bad connection on one side?
Bad battery won't explain the different rates left/right
but does have signifcant effect on rate.
It's possible that you have more than one concurrent problem.

I was going to say "voltage regulator" but with one side being
different from another, I would suggest a faulty ground contact
instead. Or it could be both or maybe the blinker module.

    In order, I would:

Check and clean/tighten all the connections in the blinker circuits,
    especially grounds.

Try another blinker module (they're relatively cheap).

Measure the voltage at the battery.

The battery voltage should be about 12.6v at idle and up to around
13-13.8v at engine speeds of 3k RPM and up.

It's good to have ALL the information before making a pronouncement,
ESPECIALLY as you have added, the year and model of the motorcycle
    you're having problems with . . . .
