UrgentL new vehicle modification laws

Discussion in 'Australian Motorcycles' started by Zebee Johnstone, Feb 21, 2006.

  1. Looks like they are trying to sneak in new rules to deal with vehicle
    mods.

Wanted - eyeballs to look at
    http://www.dotars.gov.au/transreg/vsb/vsb_ncop_downloads.aspx
The National Code of Practice on Vehicle Modifications

and comment on the bikes and trikes sections.

At least one conflicts with current rules - the rego label position :)

As far as I know, most of them are silly things like that, but it's
    important to find anything nasty.

Note that the front section says "or frame" but the rear mudguard
    section doesn't.

So bye bye BMW F650 GS with that cute little hugger :) It's not a
full mudguard, and I dunno the rest of the tail counts as one...

  4. At a quick glance rim widths and chrome plating? I'll pass it on to some
    people in the know.

Premier Peter Beattie (QLD) commented on Brisbane Radio (4BC) today that as
a part of the States Road Safety strategy that vehicle modifications would
    be looked at.

"Each mudguard must be at least as wide, over its entire length, as its
    respective wheel and tyre".

A strict reading of that would seem to imply that all mudguards need to
    have squared-off ends.

And they've banned the "flip the gear lever" trick for doing rearsets.
    Banned serious apehangers, too...

There's a few that don't make sense but the best is
    http://www.dotars.gov.au/transreg/vsb/PDF/NCOP10C_LO7_ICV_Motorcycle_Checklist_27Jan2006.pdf
    for Individually Constructed Vehicles - Motorcycle;

    Clause No.
5.3 Is transparent material other than glass used in the vehicle?
    6.1 All glazing suitably marked?
5.4 Windscreen glass marked as being laminated?

Boy, they're sure making it hard for me to build that Panhead chopper I've
    always wanted...

WTF? "Clause No. 8.9 Conspicuity Lamp (Mandatory for vehicles certified to
    19/01)
Are TWO conspicuity lamps fitted, or is conspicuity lamp incorporated in
    passing beam headlamp?"

Are motorcycles made during the time that ADR was in force, still required
to meet it? Or are the bastards having another go?...

What ever happened to the rule that the rear mudguard had to be as low as a
line drawn at 5º above the horizontal from the rear axle?

I do recall offhand that Tasmania requires the label to be on the left
hand side - Too many labels attached to the number plates were
    swinging up in the wind

All new bikes I have seen are on the left hand side - My Firestorm had
itr placed on the frame just behind the shin guard

NT reg labels are stickers that go on to your number plate ,for bikes
and trailers anyway .I hate those plastic thingies they use elsewhere.

There's a somewhat ambiguous comment about replacement components. It
    says in part;

"...Note that replacing parts or components of a motorcycle with the
manufacturer's parts or equivalent components does not fall into teh
    category of "modifications"..."

Now, how does a replacement muffler such as a Staintune, particularly
for models that the parts may no longer be available, be classifed under
    this paragraph?

The rego label requirement is already in effect here in Victoria and
it's a somewhat silly one, too. It's harder to view the rego label as
it's on the side of the bike that faces downward when on a side stand,
and when parked on the side of a road the camber accentuates this.

The reg should read something like "placed in a holder and mounted on
the bike where it can be clearly seen or be visible without having to
remove parts (such as the seat as some stick it to the underside of
their seat)." Leave it up to the individual.

No,no. I need to remove my tail light lens to mount the rego label!

Don't they get washed off by a pressure washer when you use one to clean
    your bike?

Everyone hates them. I stick the label inside the fairing screen (when I have one), as on a
car's windscreen; otherwise, the nasty plastic thingy goes (and stays) inside a pannier.

I used to use a metal one, but it broke at the tab too!

Nowadays I don't bother. They know it's registered, they can look it
up. If they say where's the sticker I say 'damn! must have fallen
    off!'

MInd you, I'm middle aged and female on elderly motorcycles, so I can
get away with that sort of thing.

I've used the metal and glass ones for donkey's years. Sits directly under
    the number plate.

I tried that line once (except for the female bit - but some mates
reckon that I ride like a girl, sometimes..) but it still cost me $45.
