What manner of brakes are on that?

Rear wheels appear to be unbraked, but are there two on the front
    wheel?

This is one of those postings that is crying out for a "More details,
please!" request. So here it is.

Yep, cantis and a dual-pivot. I suspect it was originally built for 27"
wheels rather than 700s, which is why some bodging has been the order of the
day to make the bloody things fit.

World Domination? Just find a world that's into that kind of
thing, then chain to the floor and walk up and down on it in
    high heels.

Are both brakes on the /front/ wheel? that may explain the difficulty. Is
there no way that brakes could also be on the rear wheel? Discs? Hub brakes?

Two brakes on the front wheel is the traditional solution for trikes,
because they're legally required to have two independent brakes and rear
brakes are a load of hassle and not much use. With modern hydraulic
discs it would be easier to fit effective rear brakes, but I think it
would make more sense to have a disc and a rim brake at the front
unless the trike was designed to carry heavy loads.
