Two questions of legality ... (morality?)

Dodger as an individual isn't registered. So to get himself
    registered, he has to comply.

Oh I can do comedy alongside promises of death and destruction. It's
fun watching people's laughs turn to abject fear and worry in the
    space of a few moments.[/QUOTE]

I have to comply so that the company meets the regulations. You don't
think for one moment that I'm anyone important, do you?

They want this info from all 700 staff in London. Contractors, temps,
    the lot.

    It's a fucking nonsense.

Yesterday, the day the regulation came into force, was the first time
it had been mentioned to anyone.

It's a complete fucking shambles, and fits in with just about
everything else going on in the whole fucking madhouse that I have to
    attend every day.

    Oh, for a marketable skill.

  4. I'm obviously being dim here Ben but I can't make the leap between
Nick's original question and commentary and your conclusion. You keep
referring to registration when the question was about enforcement.
Thank you for confirming my worst suspicions that this is a load of
    nonsense.
Now look here Mr Dodger - you demonstrate your skills on this group all
the time. Here's my quick list of what I've noticed :-

    Numerate
    Computer literate
    Good written English skills
    Good analytical skills
    Good reasoning skills
    Meets deadlines / task orientated
    Good at planning your workload.

Now that lot puts you ahead of a fair proportion of the population IMO.
You just don't see them in yourself and in that way you are scarily like
me - you poor sod ;-)

The phrase: "They are however required of all US registered Investment
    Advisors."

    Advisors implies individuals to me.

Because I'm feeling in a good mood, I'll accept those, but not this
    one:
Since starting my "project"[1], I've had to learn it - it's been like
pulling teeth. In all my time[2] at the Mighty P, it's never seemed
    necessary.
I don't see them a "skills" - just as what you'd expect in a halfway
    useful office bod.
    boo hoo.

[1] Writing/testing procedures about a job I've never done, in an area
of finance I've never understood, for a group of people who were
deemed incapable of understanding the job in the first place, on a
system that hasn't been built yet. Lovely.

Until I find someone to train, and get them trained - I guess it'll
    stay as *my** job.

Right. Anyone want to do Derivative Instrument Static Data and
Position Maintenance? Central London; **** all money.

    No? didn't think so.

    [2] 24.5 years next week.

Hmmm - you sound like just what I need. Don't suppose you could knock
me up a spec for adding OEICS to our asset management software? Only
I'm starting on the code tomorrow & I've only just learnt how to spell
'OEICS'. Have it sent to my email addy by 9am tomorrow if you'd be so
    kind :)
