True or Fale? DMV to not allow registration of dirt bikes with street kits?

    I heard some rumor that the DMV was not going to
    allow street kits to non-street legal dirt bikes
    starting January 2004. I'm still trying to confirm or
    deny this rumor.

    It's true, they actually announced the policy with no warning but the
    AMA and others talked them into a grace period. That grace period ends
    in January. Cycle News had an article on it when the first announcement
    was made.

    regulations for on-highway motorcycles
    beginning with 1978-year models. Off-highway motorcycles must have an
    emission label affixed to the
    vehicle indicating certification by the manufacturer for on-highway use
    when converting to on-highway or
    dual registration. New registration guidelines effective for off-highway
    motorcycles converting to
    on-highway or dual registration purchased on or after January 1, 2004,
    will require verification of the
    emission label. "

  4. this is the california DMV? what if a used bike was converted and
    registered in another state first, could it then be imported to
    California?

    notice it says 'purchased after 2004' that would most likely mean NEW
    bikes...if was already registered for street use and sold before 2004 new
    its probably exempt. If it was never registered then it may not be
    registerable for street use.

    they cant make a law that obsoltetes existing hardware that was OK for
    street use at the time of manufacture and original sale I dont believe...
