Toseland can't qualify within pole time limit

    Still allowed to race. Bend the fucking rules why don't you.

    Lorenzo was also over the time limit, behind Toseland, and was also
    allowed to race. And it isn't bending the rules - it is at race
    direction's discretion. If they think the riders won't be a safety
    issue, they can let them race.

    Just like in F1, special circumstances for flooded race tracks, etc. Nothing
    new, as far as I can tell.
