a) You mistook 'subsidy' for 'spend'.

For instance, when I buy a Motorcycle I am not subsidising Honda. I am
buying goods based upon their market value. Hence I am spending money.
In the same way if MOD buys a dozen Eurofighters armed with cluster
bombs, it is not a subsidy it is the exchange of goods (killing, for the
use of) for cash at their market value (if such a thing exists for state
of the art jet fighters).

b) You mistook 'subsidy' for 'undeserved handouts'

For instance the National Lottery will subsidise the running of a local
hospice. On the other hand they have also given underserved handouts to
Winston Churchill (grandson of famous namesake) for a few letters he
should have donated to the nation for free.

Ditto the government will subsidise the unemployed because that benefits
society as a whole. On the other hand they have given undeserved
handouts to relatives of a rather inbred German Family who used to go by
the name of Saxe-Coburg and Gotha.
