What the fuel blockaders, and the country pikey in your example are missing is this: though fuel tax may be higher here than elsewhere, income tax rates, and corporation tax rates are lower. So it evens out. And anyway, market-state theory (it's the non-interventionists who want to lower taxes, remember) would tell the country dweller on a low income to move to the city where incomes are higher.
