That's a nonsensical argument. There is no (real) justification for banning motorcycles. There is a (real) justification for fuel duty.

In duty. You personally may feel that but others may differ. For instance the parent/loved one of a person killed in a motorcycle accident may well feel that they're unneccesarily dangerous and that they should be banned (I'm not agreeing with this I'm just making a point). Strangely, in the case of the Fuel tax protests the Gov't was standing up to the people of power and influence, the Barons if you like.... And keeping to its election pledges and promises regarding CO emissions.

What about a retired person who has a sizeable stock holding? I'm thinking of an ex-CEO of major PLC. Income might not be that great, but could have *enormous* dividends through sheer number of shares owned. What about a city trader paid in bonuses that might be double or treble their basic salary? What about a foreigner? What about a tax exile with "hidden" accounts? There are a million other reasons why this is an impractical solution.
