You've neglected to factor in the bit where cops are so damned
work-averse that you'd be flat-out getting a public street declared
'road related' if a privately owned building nearby cast a shadow
    over it.

I'd be pleased if someone could work out a way to keep Sylvia
away from her computer. (I'd be just as pleased if no-one fed
    the troll, *ever*!).

If anything, it's clearer that it's not a road related area in QLD. The
    relevant rule is

    http://www.austlii.edu.au/au/legis/qld/consol_reg/toumrr1999629/s13.html

    and the relevant paragraph:

    (d) an area that is not a road and that is open to, or used by, the
    public for parking vehicles.

I doubt a court would hold that the forecourt of a service station is
either "open to, or used by, the public for parking vehicles".

Magistrates are regularly reversed by higher courts. That wouldn't
happen if magistrates always knew the law.

And why the hell do you need to get fuel ? Oh that's right to drive on a
    road.

So stopping at a public place, which is freely accessible from the road
and would not exist without the road, to buy a consumable related to the
road, whilst out in your vehicle which goes on the road, and being on
the road both immediately before and after .. it's NOT a road related area.

    Do I have your logic^H^H^H^H^Hfallacy right ?
