Thugs in NewOrleans, who?

Who are those thugs, that are taking pot shots at the Army Corps of
Engineers?
According to the AP today, in my Gazete paper, The Army Corps guys are
still under sporadic gun fire. Col.Richard Wagenaar, said the
workers, are fairly use to it. He insenuated that it has happened
in the last few days. I read the other day, that the Guard has also
shot at them but the difference is, a number of the Thugs were killed
dead.(great)
Good Some of the pumps are working. I guess, theyre
powered by very large portable generators, huh. It's possible that a
foot aday could be pumped into the big ole Lake Pontchartrain. That is,
if they could get them all working.
