    I think the Met were cleverly conned by the Lawrence family barristers into
    accepting a definition of 'institutionally racist' that would not be
    recognised by the man on the street. I am not defending their performance on
    that particular case or saying they don't have racist officers amongst their
    ranks but I think by accepting that definition they have lowered their
    public perception as an organisation and lowered the morale of their
    officers.

    It creates real problems when you can't lift crims because the organisation
    is branded internally and externally.
    **** knows what the answer is but the problem starts with the whole
    definition of racism IMHO. Planning to give somebody a kicking or killing
    them simply because of their tribe is racist and bonkers. Not liking some
    particular ethics or habits of that tribe just isn't. HS is a tribal beast
    and always will be. Acknowledging this fact, bringing it into the open,
    accepting it but lightening up on it and working *with* it in ways that
    benefit all would be a good start. Calling a Paki a Paki being a
    disciplinary offence just brings the entire fucking shebang into disrepute
    and makes it really hard to deal with things that actually are damaging.

    Some of the shit one of those blokes on the documentary was
    spouting/admitting to was sufficiently extreme that I am surprised he was
    not arrested today.

    Depends which 'man on the street' you ask. Back in the late '70s, me
    and lots of other right-on types were convinced that the Met was
    institutionally racist. Apart from well-documented instances I read
    of, I also witnessed the most appalling racist behaviour by the Met on
    several occasions. Nothing I have seen since caused me to change my
    mind until after the Lawrence case, when real efforts seem to have
    been made.

    Institutional racism is not well understood, it is true. When accused,
    the Met first denied it. Then there was a gap, during which I surmise
    they were being told what it meant. Then they held up their hands.

    For those who do not understand the concept, it could be summarised as
    being a racist culture in a group within society where it becomes the
    norm to stereotype (eg calling all Asians Pakis (which by the way, is
    a real insult to many Asians), make jokes about black people, call
    your colleagues coons/niggers in an 'affectionate' way without their
    permission (all as documented in TV progs by black police trainees in
    the '80s). As it becomes the norm, the racists among the group feel
    affirmed and gain in strength and the not-really-racists join in to be
    accepted by their peers. And so it grows and gains the hegemony maong
    that group.

    because it made "Honky" look stupid and ignorant, and "Nig Nog" look
    really bright. The same people would have thrown a wobbly if a
    sugarandspoon had moved in next door to them.

    Firstly most aren't going to say unless they're terminally dense, many
    others will be cute enough to know where the tests are coming from,
    especially if you've done a few.

    The bottom line if that there are many people out there who dislike or hate
    various groups, not just races. If you look for saint like souls then you'll
    never be able to recruit enough police imho...

    Perhaps we should put Bear in change of Police PR...

    No doubt this point is generally true; howver, it is possible for
    people to change their beliefs. I know of one ukrmer who was fairly
    seriously homophobic until ukrm, er, corrected him.
