    You need to look further than that. Dig into the protective helmet
    regs where there is a further definition of a "motorbicycle". Where a
    definition is contained in an act it takes precedent over any
    definition contained within the "mother act"

    yup - I was knackered and made a typo - I offer my wholehearted
    apologies and will take steps to install safeguards which will ensure
    this sort of tragedy will not again occur in the future. Only by
    admitting where the writer has failed to deliver the service required
    can the public be expected have the trust in the service.

    Of course you can cite a magistrates decision in defence. You can't
    expect that the bench will follow the same line, since it sets no
    precedent and they're entitled to ignore it if they choose, but you
    can certainly draw their attention to how other magistrates around the
    country are interpreting the legislation.

  12. They only ever made a dozen or so, and I've never heard of anyone riding
    one without a helmet, so I'd guess not.

  14. Oh to see the video tapes of the test interviews. I'm told media
    training courses can be somewhat trying - one reason why I have
    steadfastly refused to do the training. Oh and also having no desire
    whatsoever to be on television or radio.

    Will Sir be wearing his green uniform when interviewed by Mr Cant or
    perhaps the famous Veggie Dave procured T Shirt?

    Apparently its all about convincing people you are telling them the
    whole truth whilst withholding most of it to prevent all your cards
    going on the table at once. Having said that theres a few I`ve seen
    who could do with more training - you feel like shouting "What a load
    of bollocks" at the telly!

    You could say that the midges taught me a lesson which the pheasant
    bore-out to be true!

    Of course it was the 'jap-crap' motor-cycle boom of the 80's which
    probably brought about legislation requiring the wearing of protective
    headgear, possibly because of increased accident rate.

    Yesterday I viewed a video of a man being 'bounced-off'
    two motor-vehicles after he stepped-into the roadway.
    It did occur to me that he might have been better-off if he
    was wearing a crash-helmet, it might possibly have helped
    when his face smashed-into and scraped the Tarmac,but I'm
    not sure it would have saved his life. The other drivers
    appeared totally uninjured even though none were wearing
    protective headgear!

    Imagine that?
