  1. Well its that time of year. Now that prefiling has started you can start to
    see the bills that are being filed. Some we may support, most we'll oppose,
    but we'll need to read them thoroughly first.

    HB 23 Author: Brown, Fred

    Relating to insurance credit scoring.

    USE OF CREDIT INFORMATION PROHIBITED.

    (a) An insurer may not:

    (1) use an underwriting guideline [a credit score]
    that is based, in whole or in part, on the credit information, credit
    report, or credit score of an applicant for insurance coverage or any other
    person other than the applicant who would be insured under a policy of
    personal insurance



    HB 50 Author: Smith, Todd SB 25 Author: Zaffirini

    Relating to the authority of the Department of Public Safety and
    certain local law enforcement agencies to establish a checkpoint on a
    highway or street to determine whether persons are driving while
    intoxicated.



    HB 54 Author: Branch

    Relating to requiring a record vote by each house of the
    legislature on Final passage of a bill and to public notice of the record
    vote.



    HJR6 Author: Chisum

    Proposing a constitutional amendment providing that marriage in
    this state consists only of the union of one man and one woman.



    HJR11 Author: Branch

    Proposing a constitutional amendment relating to the determination
    of a quorum of the senate or house of representatives. A majority [strike
    out Two-thirds] of the members of each House of the Legislature shall
    constitute a quorum to do business



    HJR12 Author: Branch

    Proposing a constitutional amendment relating to the determination
    of a quorum of the senate or house of representatives. Sec. 10. Two-thirds
    of the members of each House of the Legislature, excluding members who the
    presiding officer determines are absent from the state, shall constitute a
    quorum



    HJR13 Author: Branch SJR6 Author: Carona

    Proposing a constitutional amendment to require each house of the
    Legislature to take a record vote on final passage of a bill and to Publish
    the record vote on the Internet.



    HJR14 Author: Naishtat

    Proposing a constitutional amendment relating to a moratorium on
    the execution of persons convicted of capital offenses.

    The Governor may issue an order prohibiting the Texas Department of Criminal
    Justice from performing executions on and after the effective date of the
    order and until the order is revoked, either by the Governor issuing the
    order or by a successor to the Governor issuing the order.





    SB 46 Author: Nelson

    Relating to a universal benefits issuance and identification card
    for health and human services programs.

    (b) The universal services card or other method may:

    (1) incorporate a biometric identifier to enable
    personal identity verification at a point of service and reduce fraud;

    That's a pretty good "heads up" .. Elmer.. Thanks muchly.. I'll be taking a
    look at some of these bills ..

    Meantime.. what can you tell us about the judge that overturned the
    insurance roll back premium costs ?? That one is going to affect all of us
    in the state.. All I've heard has been a very brief announcement from one of
    the commentators on a local radio station.. Didn't get very much in the way
    of details.. Can you enlighten me ?

    There is saying that sums up thie mood of the state when the Legistlature is
    session.

    It was something about men being silent in the fields, women quiet doing the
    housework and the children playing silently because the Tex Legislature was
    in session.

    I know that it was worded a lot better than what I have just posted.

    Anyone out there have a copy of it or know how it written??

    I dunno, it sounds like something Ranger Danger might support
    heavily...he just gets the creeps hearing about someone dressing up
    for halloween and painting their fingernails to match...imagine what
    he might do if he saw two dudes kissing? Whoa!
    I'm all for spending our tax dollars to good use. That's why I only
    support HHS programs for anyone OTHER than someone who voted
    republican. If someone votes republican, they should be denied such
    services on the spot. I don't like the idea of continued support of
    these republican (and this includes you Nurick+Ass) voting assholes
    who lay on welfare programs. Cut out all their welfare, make them get
    real jobs and pay for insurance, food and housing like the rest of us
    have to do. Maybe then in the next election the top priority among
    those people won't be "values".
