    It isn't about convicting crims Steve, it's about getting complete control
    of the population.

    Anyway a better idea would be to have proper border posts. To cross you have
    to flash your credit card. Fines could then be a simple matter of debit.

    Explain how that will affect BGN?

    In particular, explain how the French authorities can establish that the
    *rider* flashed by the camera in October is the same *rider* stopped at a
    later date?

    They can require BGN to identify the rider and [potentially] prosecute if he
    doesn't either own-up or produce good evidence as to why he won't know, e.g.
    only just bought the bike from A.N. Other.

    This isn't news. This has been going on for years. We've even discussed
    this on ukrm a number of times.

    Until all EU countries can decide on things like implementation, data
    protection, etc, etc, it won't have any realy impact.

    The worst that can happen at this stage (which is already in effect in
    a number of EU countries) is on the sport fines.

    I'd not worry for at least the next 10 years.

    and if that time is 24 months after the original event, can the French
    authorities expect BGN to remember who was riding the bike?

    In the UK the police have a limited time to notify the registered keeper of
    the offence and ask for the details of the driver. I imagine, and cab or
    des may corroborate this, there is a similar provision in French law.

    That may be the case, but I don't know the specifics. Anyway, there
    won't be any provision, as yet, for an English driver to notify the
    French authorities. At this time, there is no system in place for the
    French to request data from the UK (i.e. DVLA) for even the registered
    keeper of the vehicle.

    Hmm I'm not convinced. I have 2 outstanding tickets in the Irish Republic.
    A nice RUC hossifer tells me to make fucking sure they don't pull me again
    in person. In BGN's case they might not know who he is but if he gets
    another tug, in person, it may show up if they run a local check.

    If you get another tug in the same country, then you're probably
    fucked.

    However, keep your nose clean, then it's unlikely that anything will
    happen. TBH, knowing the French, there will probably be a statute of
    limitation which will be quite short, as data protection laws are
    pretty tough here, but IANAE.

    Whether they even keep the information I don't know, but I've been
    pulled (on Swiss plates) for an an-the-spot fine within quite a short
    time of being flashed with no follow-up, so I'd suggest that they
    don't even attempt to do this.
