If it had mentioned that anyone out of the country (with their vehicle)
for more than 12 months would then be fined for not notifying the DVLA.

The DVLA accept that a vehicl not used on the UK roads is not elligable
for VED and are happy to have it SORN'd ... but obviously have not worked
    out what to do here.

Apparently you can send them a letter when you leave and they will take it
    into "consideration".

Yes... but think of the children!

"An accurate record is vital to support DVLA's ongoing enforcement efforts,
those of the Police and other enforcement agents and road safety generally."

Yeah I got an e-mail about that too. As someone else on here mentioned,
the whole petition thing is a complete waste of time - they just repeat
the same old same old everytime somebody tries to get anything changed.

Because, not unreasonably, they would be expected to re-register it in the
other country, as I had to. DVLA don't bother with vehicles that have
been exported. More than 1 year = exported. Most host countries would
expect local taxes, insurance etc. after this time. As we would from
foreigners importing their vehicles to the UK.

Only staying in another country, not while passing through.
But not on a temporary instance, I was inferring travelling not permanent
export. It is a deeper mine field.
