So where would I get stats (eg by postcode) of pre-licensed and
    learner riders?

    You probably wouldn't.
I doubt anyone collates such information.

You don't think the licence issuing authorities ask where people live
when they issue them with licences?

I'm sure the information exists inside government databases, but I doubt
anyone has written a query to extract licence type by postcode. They
would have to have a good business reason for doing so.

A marketing organisation might like to have this information, but doesn't
have access to the government database.

Privacy laws specify that data collected must be used only for the
purposes specified at time of collection. I can't remember anything about
selling my details to a marketing organisation, or even sharing them.

So, while the government certainly *collects* this information, I doubt
    it *collates* it.

  6. I think, that if you asked VicRoads or any road authority if they had that
data, I am sure they would already have it somewhere.
It would be a very simple thing to do
they have the database of all learner riders, so extracting the postcode
    would not be any trouble

That's interesting but I don't think that collating generic information
about licence holders breaches any privacy guidelines. Every year
Vicroads and other traffic authorities release information about where
most car makes are registered, by postcode.
    eg. http://www.drive.com.au/Editorial/ArticleDetail.aspx?ArticleID=54612

You might not give them express permission to use your personal
information, but that doesn't stop them from using generic
non-identifying information, such as the number of motorcycle learners
in a particular postcode. I'm sure they collate all sorts of
information for the ABS related to drivers and vehicles.
