    Actually, it's already being done. In Wales they have changed the
    qualification criteria for Assembly Learning Grant to allow people who
    have been resident in the UK for some time, and now living in Wales, to
    get the funding. This is allowing people with skills learnt overseas,
    who have unrecognised credentials, to get their competence ratified by
    obtaining a UK certificate. In Glan Hafren College in Cardiff the most
    over-subscribed course is plumbing. The course starting Sept. 2004 is
    full, Sept 2005 50% full.

    Expect there to be a crash in the plumbing employment market similar to
    that in IT in 18 months or so.

    Over my (counts) 14 years in retail, I've seen all sorts, and reckon the
    number of immigrants I've booted out of shops is disproportionate to the
    number of them in the UK.
