    Similar thing happened to me about 10 years ago. I received a notice to
    pay a fine for a parking offence in London, quoting the licence plate on my
    Guzzi V75. I wrote back pointing out that (a) I was at a dentist in
    Brighton and then at work on the day in question, and had plenty of
    witnesses to prove it, and (b) my V75 was a non-runner and had been so for
    about 9 months. Needless to say I never heard any more.

    That's not forgetfulness, it's deliberate - a moped doesn't go fast enough
    to need that sort of depth of tread. For the cyclemotors that run on
    bicycle tyres, they often don't have 1.6mm of tread when they're brand new.

    Visible tread pattern for the entire circiumference is the rule, I believe.

    Why would you want to ride anything else?
