Slow German server or is it sodding Tiscali?

When I was going through the move away from Pipex one of their support
staff assured me that the Tiscali merger wouldn't affect the service.

I was tempted to ask who's service might be affected, but I kept
schtum. Time to jump ship - I hadn't realised how crap Pipex had got
    until I moved.

I was thinking for a mo, do a lot of UK ISP's restrict the services
that they provide? In France, I've never, ever had a problem with my
    ISP.

Where you type in the name of the news server, try adding a :80 to the
    end of it. e.g.:

    news.individual.net:80

This may work and force your news reader to go through port 80.

This seems to confirm my theory:

    Not tested it though.

Yes. Lots of big companies flogging £9.99 a month broadband via an
inadequate infrastructure. High contention ratios and bandwidth throttling
are commonplace unless you pay for a premium service. Most people take the
cheap & nasty serving from the likes of Tiscali & perversely, Orange
    (France Telecom)
I looked up the stats for the no. of internet users. France mirrors the UK
in the total no. of users & the no. of those with broadband. I can only
assume that, like roads & railways, France has a better infrastucture. Or
maybe the French download less porn, less warez, fewer torrents and don't
spend their waking hours playing World of Fucking War.
