Traffic Wardens and Parking Attendants Bill

    http://www.publications.parliament.uk/pa/ld200405/ldbills/017/05017.1-i.html

I'm amazed that this has been passed by the gubmint. I particularly
    like:

    (2) The code shall provide, inter alia, that a traffic warden or
parking attendant shall not issue a fixed penalty notice unless the
    vehicle concerned-

    (a) is causing significant inconvenience to other road users,

    (b) is a danger to other road users, including pedestrians, or

    (c) has been in a metered parking bay in contravention of parking
regulations for at least ten minutes.

I don't see why you are that amazed, in some respects the above is quite
sensible. Unless, of course, you are amazed that Blur and his lying,
cheating, responsibility evading cronies actually got somewhere near to
getting something right with feeling the need to lie about it or cover
it up before, during, or after the event.
