    I was including "do nothing". Personally I'd hike up fuel tax and then
    let that and increasing congestion on the roads act as the limiter on
    traffic. However, I'd prefer vehicle tracking to building more roads,
    if they were the only two options.

    How about roving teams who kill all the incompetent drivers? that's 20%
    off the roads.

    You should know we already pay more than enough for roads in fuel tax
    and VED. IMHO tax on individual items should be a power not available to
    govmints and VED should be set by and only available to spend on
    drivers' resources.

    I like the sound of that.

    Normally, hypothetical dedication, or hypothecation as it seems to get
    called, means using Vehicle Excise Duty and Fuel Tax for roads and
    such, National Insurance and Prescription Charges for health and
    pensions, Television Licence Fee for broadcasting type stuff and so
    on. That's what I'm against.

    I think there might be about half a dozen spear heads from Omdurman
    sitting in the loft at my parents place. These are 100% genuine ones
    that were somehow liberated by a relative who was in North Africa
    during the war.
