I was out with our local magistrate last night [1] so I asked him about
the apparent sudden increase in SORN fines. He told me that there is
going to be a big clamp down on this and that they have been given
guidance on the level of fines they should administer. Even though the
fine could be 1,000ukp they have been told not to exceed 75ukp.

[1] he said "Hi" to Bear.

Does this SORN malarky mean I now have to sorn all my machines? Even the
ones that aren't because they've not been taxed for donkeys, but do have
a chance in the future (yeah, as if). And the ones in boxes with
    logbooks?

Or is it only if I bring them to the DVLA's attention, change of address,
change of keeper and the like?

Will this result in some 1983 cutoff type thing?

In the way of the old logbooks. Where if it wasn't taxed or declared to
the DVLC by then it was deemed to no longer exist.
