RTA reports - any way to get at them? also paging Paul Smith

    On the way home tonight I saw the result of an RTA that I'm interested
    in knowing the cause of.

    The scence involved one of the main roads out of Blackburn that has a
    speed camera on it. Car looks to have been coming down the hill, has
    somehow rolled and come to a stop, wheels upward, just after the speed
    camera markings.

    As the road is pretty wide and fairly straight I'd love to know what
    happened.
