I was thinking of national speed limit as in each of the countries you mention's "highway code". ie: 10 40 50 80 90 110 120 130 (no limit) depending on vehicle, situation, country and road condition 90 is just one of the national speed limits that applies to one combination of the above.
My memory tells me that one of the big gripes in the US when they put the blanket 55mph limit on, was the diesel consumption by trucks went up as they were designed to be more economical at a higher speed, 65 mph I think.
When I was running my FJ12in I got MPG in the 70s. Having run it in I've *never* seen that sort of figure again. Then again: The lowest speed that is consistent with being on the upper part of the torque curve will result in the best mpg.
