    Yes, but they ticket vehicles that are parked where they are allowed to

    "Not allowed" is more closer I think.

    But you may have noticed that doesn't always correctly apply with certain
    aspects of government or local authority.

    The think the idea is that that a certain % of people will just pay and not
    bother contesting it.
