Possible new speed trap?

I noticed some new road-furnature on the way up the A3 at the Esher junction
today. It consists of bitumen markings in each lane, much like those used
to sense vehicles approaching traffic lights, but a little more complex. On
the verge next to these markings is a pole with a solar panel mounted at
the top, and I _think_ I saw something that could have been an aerial. All
of this is new. I know someone who got pulled over last night just after
these, and he says the police appeared out of nowhere - maybe hiding under
the bridge of the junction or on the sliproad.

I can't find any info online about these markings - anyone noticed similar/
heard anything? Is it possible it's something they can "jack into" and get
    a reading on people's speed?

Paranoia will destroy ya. I don't think those are speed sensing devices. I
think it more likely that they are just running statistics on road use.

Well, duh, it's obvious - they're police teleporters.

Nope - its to do with new traffic flow sensors. They are installing a
load of them in readiness for the anticipated M25 traffic chaos when
the widening works start. The aerial just transmits the data to
Godstone (or will when they get the things on-line!)
    Rest easy young Luke!

Why spend all that money? I can tell them for free: the traffic is going
    to be _fucking_ awful.

<VBG> I know there have been a few suggestions for additional
messages along the lines of "**** me - the traffic is actually
moving!". Not going to get used that often though!

And that more than anything else is a real pity.
