    I've had a look and haven't seen the definition of rich being used in
    this case. I seem to recall one of the opposition parties before
    making a similar suggestion but their then definition of rich was
    anyone on >£30K IIRC.

    infernal revenue. So not actually the rich then? Pretty much everyone

    no, I mean where it's not worth your while becoming qualified/skilled
    at anything, because their taxation system means that you end up with
    a take-home pay only very slightly higher than an un-skilled
    labourer.

    That's definitely not my experience of Sweden. The friends and relatives
    I've got over there who work hard and have good skills seem to be doing
    very nicely for themselves.

    fair enough. I just read an article about it a (good) few years back.
    Conceivably:

    a) the situation has changed
    b) I completely misunderstood the article
    c) I have a garbled memory of it
    d) maybe it was a different country entirely
    e) all of the above.
