Paint job

    The paint is very thin where the previous owner took the previous owners
    stickers off. I was going to just spray the panels myself, but then thought
    I may just get the whole bike done properly.

    So my question is how much should I expect to pay?

    Now for the colour, midnight black, hi-gloss black, satin black...decisions
    decisions.

    Gloss black being the worst colour to work with because it'll need the
    most prep.

    And speaking as someone who owns a gloss black bike, it's the biggest
    bastard to keep clean and shiny. Shows every bloody scratch.

    Neoprene. That way, you can keep the rubber side down even when you bin it.

    Anechoic tiling. You get the benefits you've already mentioned plus
    plod radar hasn't a hope of nailing you.

    He'll need a bit more than "I fancy painting my bike" though. What kind
    of paint, colour, etc. etc. Different colours/finishes need different
    amounts of prep and cost different amounts to buy materials.
