Going on the 10 minutes or so that I saw of it, it was.

 

1st *paramedic* on scene

Not every incident needs a paramedic so by putting them on bikes or cars
independent of ambulances you can run more ambulances with technicians who
don't need such intensive training. If a bike paramedic triages a patient
and is happy to leave him/her in the care of a technician then the
paramedic can **** off to another incident.

 

One of them had a fucking car with a doctor & a paramedic already there.
