In their own ways, they both are. The key, as always, is the weather.
If a sod off great HP system is hanging over 'wherever' then, based on
an appreciation of the task including factors such at route, altitude
loss/gain, fitness, distance etc, one can come to conclusions about the
level and types of equipments carried.
    Cliche one
Fail to prepare, prepare to fail.
The fact that it's touristy, people about etc is irrelevant if the
weather is not as described above and more 'Welsh' in type.

This is what keeps mountain rescue in a job, that and the lack of
Sherpas to carry all the gear natch.

  4. Exactly.
I've been up the Highlands in stunning weather and by the time I got
back down the hill it's been shite - luckily I spotted the crap coming
    in from the West.
I know of one old-fogies walking tour that lost a couple of members
through exposure; on a great Spring day that turned rancid on a ten mile
trek on nothing more than an old drovers' road. Stupid guide let them
stay for another party to find; of course, the other party didn't find
them because they'd taken shelter in a ruined bothy, well off the track.
