    If the http://www.bison-fute.equipement.gouv.fr/ traffic advice site
    mentions "basculement de chaussee" in relation to a road, does this
    indicate that one carriageway is closed i.e. something like temporary
    traffic lights are in place?

    I think you'll find it's a contraflow.

    What you have to do is attack them late at night a *high* speed to see
    if yo ucan make all the reflective on the cones join up into one long
    illuminated blurr, as you swerve into and out of the contraflow.
