Not necessarily, until the late eighties (IIRC) it was based on year of registration. My Dad's Triumph (car) imported after his posting in Cyprus was registered as two years younger than it was; I've had an 'M' reg Morris Traveller and an 'X' reg SIIa Land Rover.

I suspect the one I had, briefly, was ex-RAF as it was the same dark blue as those I'd seen at Scampton. That blue was a standard colour so /wibble/ but it makes sense for the delayed registration.
