    Looks like a drive belt pulley clipped to the spokes.

    Based on what appears to be a part of the drive belt visible at the (almost)
    12o'clock position leading towards the engine, I'd hazard a guess at it
    being a drive pulley. It's just a shame there isn't any part of the belt
    visible on the bottom side of the pulley.

    If you look just above the 'm' of Pacemaker on the chain guard, you can
    see what looks like the lower belt run in the gap between the downtube
    & mudguard. Follow the line of that back, & you can just make out the
    belt coming off the pulley at 3 o'clock, by a dark blob of something
    (presumably a tensioning thingy).
