This could all be bollocks, but there's a bit of troof in here
somewhere...

It goes way back. Back in the mists of time when moonshiners roamed the
hills and some old git's distilled spirits would send you blind, drive
you mad or simply kill you.

Once the moonshiners had been mostly cleared away, it became necessary
to measure the quality (for tax purposes) of the legit distillers'
output.

Lacking any sort of portable laboratory, the C&E blokes used this
method as a rough and ready (actually reasonably accurate) way of
measuring the taxable quantity of alcohol in a whisky or w.h.y.

The method uses/d only small quantities, so isn't really that dangerous.
