Apart from just knowing why the crash happened, I would guess that a
marshal's post (where he was at the time of the accident) is supposed
to be a safe place for the chap to be when he's not out on track.

If he was killed while there, don't you think it would be a good idea
to find out why he wasn't safe and make the appropriate changes to the
marshal's post instead of keep putting more people back there and at
    risk?

Police investigation ITYWF it mentioned, not a track safety investigation
(mind you there will probably be one).

The investigation would be into the track owners/event organisers
rather than the rider who crashed. The responsibility on the track
owners to provide a safe "working" environment still applies to
volunteers. I'm a bit surprised it seems to be a police investigation
atm, but I'd expect HSE to pop out of the woodwork shortly.

Who do you think would be qualified to do an unbiased track safety
    investigation?

In any fatal closed circuit accident there's always a police
investigation. If negligence is found to be the cause, a criminal
prosecution could take place against the organisers. HSE also get
involved at a lot of these incidents.

I think you'll find that any fatal accident at all is investigated by plod,
not just closed circuit race track accidents.

If negligence is found to be the cause, a criminal
No coment about HSE, they're generally wankers. Ask TOG.

I know that, but it was a reply in context of the OP's comments, i.e
questioning a police investigation on a closed circuit.
