  1. You can hire a machine that will do the job

  2. This sounds as though it might be an electrical system

Hmmmm - electric heating is a damn sight more expensive to run than
gas. Rather lay underfloor piping. If you can feed the pipes from
a ground source heat pump it will be even cheaper to run.

Exactly the same principles apply but electrical heating is horribly
expensive to run so even more reason for good insulation.

In a room, wiv air in it, the warm air rises since it
is less dense. Hence hot air balloons work.

I doubt if it is like that in a solid.

    I guess -

    Without insulation:-

The heat will be conducted equally up and down
through the solid. However the amount conducted up will
be limited by the rate of conduction + radiation into the air.
the amount conducted down may well be limited by
the amount that can be conducted into a wet soil? This
will be loads larger than anything that can be delivered
into a gas - the air on the top.

Without a decent thickness of insulation this sounds
quite costly to me.The chances of energy costs falling
    anytime soon seem rather small.

One might be tempted to think that there is
some insulation standard relating to this?

Well the blerk came round this evening, gave me a ballcourt quote of £75 to
£80 m^2. Which would make the cost of re-tiling and heating the floor about
    £2500.

    Ha.

    HaHaHaHaHaHa.

Just how fucking much does heating cable cost? Is theirs made from solid gold
    center conductors?

I've just been doing an order for some bits this morning, and this came
up as a 'recommended buy' :
    <http://www.screwfix.com/prods/34441/>

~£26 sq/metre, so the price you have been given is a bit OTT, but if
including fitting and a guarantee, is not too extreme.

alan@darkroom.+.com took a blunt brush and painted...
Still too dear for my tastes. Adding on £50 sq/m for laying it, covering it
with runny tiling adhesive and fitting a thermostat.

My toes can remain chilly when I'm wandering round the kitchen barefoot.

Actually I might see how much it is to hire that machine that'll skim off
'x' mm of the concrete and DIY. I recon the thermostat'd be about £50,
screeding it maybe the same, hiring the beast the same? £400 all in.

A lot more acceptable than £1200.
