You can use the Windows TTS functionality by using the Microsoft Speech API,
which is a free download. It works on earlier versions of Windows too.
It'sa suite of COM objects for all your TTS needs.

Nah, Gates floorpan has a shorter wheelbase. It just *looks* the same
    at first glance.

Many, many moons ago I worked for a company that used BBC micros, in
    fact, made an industrialised version.

I once, as a joke, hacked a colleague's BBC B so that it would greet
    him on power-up.

I had a simple sense of humour in those days.

Nonsense. OSX is built on the Mach microkernel. And if that's BSD,
    I'll eat my rear tyre.

And the Mach Microkernel was written by...... GNU

And the GNU people were mostly working on...... Suns

And Sunos is based on....... BSD Unix

I think you took me too literally. And I was too elliptical.

    Soz.

Great thanks - friends have just moved into a million-pound hall they've
renovated - very grand. I don't normally do jealousy but last night I
    yielded.
Heh. Thanks for phoning - sorry I couldn't play out. Be sure to give me a
    shout next time you're up.

    Cheers
