Er... society as a whole?

Under the current prohibition style legislation drugs are both illegal
and expensive. Once people without means get a habit then they are
dragged further into crime in order to fund the habit.

If people remain habit free then their motivation to carry out crime to
fund their addiction is gone. Consequently the amount of crime reduces.

Personally I'd say that was a win-win situation.

Ditto; something he's only likely to be able to do if he:

a) gets a job.
b) cleans his life up.


I don't see how the sentence helps with either of these; further I don't
see how it helps to restitute the money to those he defrauded or acts as
a deterrent to others.

Still, that's just me and my crazy liberal ideas.
