oil overflow

    oil has leaked out of the top of my valve cover and is all over the
    bike. I think I have found the cause of the leak but I was considering
    starting the engine again to check whether I am right.
    Is it safe to restart the engine with oil all over the engine or is
    there a chance it will catch fire.
    what should I use to clean the oil off with if I need to do this before
    I restart.

    There is a faintly remote chance the oil could catch fire. I'd go to a
    place like AutoZone, buy an engine degreaser, follow the instructions to
    clean your engine then start it.
