    2605 ROADS— MOTORCYCLE POLICY— Dr Chesterfield-Evans to ask the
    Minister for Finance, Minister
    for Infrastructure, and Minister for the Hunter representing the
    Minister for Roads—
    (1) (a) In view of recent increases in the price or petrol and the
    increasing congestion of Sydney streets,
    does the Government intend to encourage increased motorcycle use
    (b) If not, why not?
    (c) If so, how?
    (2) Will the Government act to remove the regulations under the
    Protection of the Environment Act 2000
    which has resulted in the number of motorcyclists unjustly receiving
    fines for noisy mufflers?
    (3) (a) Is suitable technology in place for motorcycle riders to use
    e-Tags reliably?
    (b) If not, will the technology be put in place in order to make it
    possible for motorcycle riders to
    use e-Tags on the new tollways?
    (4) (a) Is the authorised officer collecting tolls for State Wide Roads
    and Interlink Roads the same
    person
    (b) Is the Roads and Traffic Authority (RTA) collecting tolls on behalf
    of private toll operators?
    (5) Will tolls for motorcycles on tollways be reduced in order to
    reflect their size in comparison to cars,
    which have traditionally been made to pay higher tolls?
    (6) Will motorcycle parking spaces in Sydney be increased to reflect
    their size relative to cars and
    increased use?
    (7) (a) Have any steps been taken to lessen the use of Wire Rope Barrier
    (Brifen) cable fencing, or
    move it further from lanes to lessen the hazard to motorcyclists?
    (b) If not, why not?
    (8) (a) Have polices been introduced in order to maintain a constant
    coefficient of friction on road
    surfaces?
    (b) If not, why not?
    (9) (a) Following the death of Caine Bruce Allen in November 2004, will
    changes to RTA licence
    check procedures be checked in order to prevent the registration of
    motorcyclists who do not
    conform to the Learner Approved Motorcycle Scheme (LAMS)?
    (b) If so, will this prevent dealers from selling non-compulsory
    motocycles?

    Very good stuff!
    I was curious about the reference to "Caine Bruce Allen" down the bottom so
    I googled it up:

    I assume that "..in order to prevent the registration of motorcyclists who
    do not conform to the Learner Approved Motorcycle Scheme (LAMS)?"
    is supposed to be "MOTORCYCLES that do not conform to the Learner Approved
    Motorcycle Scheme (LAMS)" 'cos it doesn't seem to make any sense as it is!

    Thats it in a nut shell, wonderfull

    having a bike is like car pooling by your self,

    Uses less fuel, less polution less road wear and damage.

    I think there definatly should be a more incentives to use bikes.

    i have noticed i paid $84 registration last year, $82 the year before,
    currently its $95 in NSw + Green slip a big jump!

    INsurance has also increased dramatically.

    I would love the answers to your questions zb! very intresting for an out

    SHould appear in Hansard in a couple of weeks. Well, this being pollies
    and all, "answers" might be too strong a word for what we get.

    with that dealer selling bikes to p platers and registration, id like to
    know who would enforce that? I can tell you the already over stretched
    police wont be able to.

    I believe the idea is that if it is against the law then the dealer gets
    to say "no" and not lose the sale to the next shop up the road.

    As it is, they say "no" and the next shop gets to make money from the
    kid. As bike shops are there to make money, why should the next bod get
    the cash?

    If the next shop says "it's a against the law but I don't care", if the
    kid snots him or her self then it all comes out in the inquest and the
    cops wander round at their leisure to haul the dealer in.

    Cops won't need to "police" as such, just fetch said dealer once the
    corpse is cold.

    Of course if they were feeling appropriately Bastardly, if they catch
    someone on the wrong bike, they can ask where it came from and give the
    dealer a fright. I doubt they'd bother, but they could if they had a
    bad day or wanted cheap parts...

    I assumed it'd just be a computer flag on the rego. Invalid licence-type =
    no rego. (Same as no roadworthy = no rego).
    You could still buy it but you just couldn't rego it.

    In Victoria, you don't need a licence to register a vehicle, just to
    ride/drive it.

    That's how it used to be up here too but now you need a "Customer Reference
    Number" which just kinda' happens to correspond to your licence number.
    I'm sure that you can get a CRN without a licence (for companies or persons
    with chauffers etc.) but it would be quite simple in Qld to restrict
    certain vehicle registrations to a certain class of CRN.

    Just wont work to be honest.

    Think of it this way

    I buy my black bird, i live in a house with dad and a brother who ride
    bikes.

    i get caught doing 300 down the pacific, i loose my licence for 12 months.

    my brother and father also use the bike on week ends.

    because i lost my licence, does that mean my bike becomes unregistered and
    nobody can use it unless i sell it?

    what if i think, mmm my opens start in 2 months, look heres my dream bike
    for sale at a bargain price, ill buy it and sit it in my garage for 2
    months, which i suspect is what happened with the catalyst for this problem.

    As it is, if you get stopped, you get a ticket for riding a bike bigger than
    your allowed too, drive/ride inappropriate class of vehicle i think its
    called.

    will this become, traffic stop
    tickets for ride inapp class, unreg, uninsured vehicle and then go back to
    the dealer he brought it from and then give him a ticket, would that have a
    limitations, yeah i sold a bike to that kid 3 years ago, he still hasnt got
    his opens? or will it have to be that trip he takes it fro the shop to his
    house?

    Of course it wouldn't.

    There are _heaps_ of laws that don't work, as you'd well know.

    The sad thing is, that where _some_ laws are obviously bullshit and
    unworkable, _all_ laws tend to suffer from the disrespect generated by
    the bad laws.

    you mean somebody who doesnt know a thing about bikes, makes a law about
    bikes, then it goes through parlament 3 times for rewording redrafting and
    poked at by a whole room of people who know nothing about bikes or law
    enforcement.

    and they actually think it will work,

    time to hide under that rock again i think

    Save yourself the wait, just read all the motorcycle and toll info on
    the RTA website... they'll just cut and paste paragraphs with key words,
    but not necessarily relating to the content of the question.
