Why raise money for a funded government department?

About one eights of the cost of a Land Cruiser based light tanker.
Funded as in how schools are funded? Then why do P&Cs try to raise money?

When I joined my local Vollies I had to pay for half of the cost of my
overalls and helmet, buy my own boots, gloves were free. This was a funded
    Gov't dept.
In WA there was a Fire Levy on insurance, meaning the people who had no
insurance didn't pay it. Big Business, including many Gov't dept's, chose to
get their insurance off-shore, thereby avoiding the fire levy. We now have
the ESL, the Emergency Services Levy, which is charged to all via their
council rates. This funds all emergency services and we now no longer have
to pay for our own PPE and we are getting better appliances, more aircraft,
and are able to provide a better service to the community all round.

I don't know how the Vollies are funded in NSW.

I did relief with the RFS for two weeks near Singleton in 2002. Sill got the
shoulder patch. Nice people I worked with.
